AMC to begin command-wide streamlined competition

Lt. Gen. Christopher A. Kelly, vice commander, Air Mobility Command, announced Wednesday a streamlined competition of command-wide aerial delivery functions. 

The streamlined competition has a potential impact on 93 enlisted positions at Charleston Air Force Base, S.C.; Dyess AFB, Texas; McChord AFB, Wash., and Pope AFB, N.C. Completion is projected for September 2007. 

The Component Competitive Sourcing Official is Lt. Gen. Roger A. Brady, deputy chief of staff, manpower and personnel, Headquarters U.S. Air Force, Washington, D.C. The Contracting Officer is Mr. Rickey Mabry of the AMC A7 Contracting Division. 

Aerial delivery functions include building and rigging air drop loads and aircraft loads; packing, repairing and drying parachutes; scheduling and coordinating load operations; and performing airdrop inspections, aerial control and drop-zone recovery. 

This streamlined competition will be conducted in compliance with the Air Force policies in Air Force Commercial Activities Instruction 38-203, Commercial Activities Program, that implement the Office of Management and Budget Circular A-76, Performance of Commercial Activities, and the Federal Acquisition Regulation, as supplemented. 

The Commercial Activities Program reaffirms the government’s policy to rely on the private sector for needed commercial services. To ensure that the American people receive maximum value for their tax dollars, commercial activities should be subject to the forces of competition.
