0-0-1-3 takes Wingman concept to next level Published May 24, 2005 SCOTT AIR FORCE BASE, Ill. -- Air Mobility Command leadership is preparing to fight an age-old problem by the numbers.Called 0-0-1-3, the initiative battles alcohol abuse by going beyond annual awareness briefings and designated driver programs. Its the beginning of a culture change to address the many situations made worse by alcohol abuse.The program began in April 2004 at F.E. Warren AFB, Wyo. The numbers 0-0-1-3 stand for zero drinks for anyone younger than 21, zero instances of driving under the influence, one drink per hour maximum (thats all the average liver can process), and three drinks per night maximum for those of legal age to drink.The 0-0-1-3 initiative incorporates innovative, positive ways to affect our culture of alcohol use, said Lt. Gen. John Baker, AMC vice commander. With the synergy that comes from strong leadership, community and individual involvement, we can address our problem areas, come up with new solutions, and change our culture for the better.We all need to be good Wingmen to each other, and 0-0-1-3 can help accomplish that, he said.Research has shown there is a clear relationship between alcohol abuse and traffic fatalities, charges of driving under the influence, suicides, sexual assaults, and a variety of other problems.According to Shannon Dauber, Headquarters AMC Integrated Delivery System chair, No one base agency can solve all the issues on its own.The 0-0-1-3 plan involves individuals, the base community and off-base community partners working together to identify different problem areas relating to alcohol use. It also involves collectively coming up with solutions and alternatives to prevent abuse.The plan is based on research, surveys and screenings, and includes a combination of leadership; disincentives (threat of public discipline, demotion, and/or discharge); incentives and recognition; an abundance of events geared for young Airmen; education; treatment; publicity; and community cooperation and partnerships.And its working. According to F.E. Warrens 0-0-1-3 Web site, When we compare quarter-to-quarter results (Jan. to Dec.), Warren's 0-0-1-3 Program has reduced alcohol related incidents by 74 percent, DUIs by 45 percent and underage drinking by 81 percent on base.The 0-0-1-3 philosophy and goals definitely tie in with the Wingman strategy thats already out at the bases, said Ms. Dauber. We all need to look out for each other and try to promote healthy behavior.The AMC IDS has sent guidance and resource materials to the wings, and encourage them to tailor 0-0-1-3 initiatives to their particular base. By July 15, bases throughout the command will have a solid start toward creating a new culture of responsible alcohol use.
